To ask the Prime Minister what representations he has made to the Indian Prime Minister about recent activity by Indian Government forces in Kashmir; and if he will make a statement on Her Majesty's Government's policy towards self-determination for the people of Jammu and Kashmir.

The Prime Minister

I discussed the Indian Government's policy on Kashmir, including the actions of the Indian security forces, with the Indian Prime Minister during my visit to India in January. My right hon. Friend the Secretary of State for Foreign and Commonwealth Affairs and I both discussed Kashmir and human rights issues with the Indian Vice-President during his visit to Britain in May. In our discussions with the Indian Government, we have emphasised that the establishment of a political process in Kashmir, which will enable the people of Jammu and Kashmir to express their views, is an important element in the overall solution of the problem.
