§ Mr. EggarWe have carefully considered this matter. There appears to be insufficient evidence to suggest that there is significant abuse. We therefore do not believe that there is a strong case for making regulations at this time. Nonetheless, we will keep the situation under review and we remain ready to reconsider the position at any time in the light of new evidence.
