Which Acts passed since 1st January 1920 have not been implemented in whole or in part.

It is not possible other than at disproportionate cost to identify accurately the Acts passed since 1st January 1920 with commencement provisions which have not yet been fully implemented. The number of such Acts is, however, I believe about 120.
