To ask the Secretary of State for the Home Department what plans he has to take account of views of organisations representing victims of crime in the forthcoming White Paper reviewing the criminal injuries compensation scheme; and if he will make a statement.

As my right hon. and learned Friend the member for Rushcliffe (Mr. Clarke) has already announced on 23 November 1992, col457, the Government have decided that the present criminal injuries compensation scheme should be replaced by a tariff based scheme in 1994. The intention is to offer a quicker, more straightforward, service to claimants. Details of the new scheme will be set out in a White Paper in the summer. The Criminal Injuries Compensation Board and the national charity, Victim Support, have already submitted papers on the matter; but their comments, and those which other interested organisations or individuals may wish to make, will also be welcome after the White Paper is published.
