§ Baroness Chalker of WallaseyCopies of the foundation's first annual report were placed in the Libraries of the House today. In its first 13 months, with funding of £1.2 million, the foundation supported about 140 projects in 32 countries, ranging from the provision of an adviser to the President of Albania to the training of Russian ex-army officers as social workers. The average cost of each project was £13,500. We welcome the diversity of the foundation's projects, and its commitment to continuous improvement in the already high degree of their cost-effectiveness.
