§ Mr. ElletsonTo ask the Secretary of State for Foreign and Commonwealth Affairs if he will make a statement on the current efforts by the Conference on Security and Co-operation in Europe to secure a renewed ceasefire in and around Nagorno-Karabakh and the response of the various parties to these endeavours.
§ Mr. Douglas HoggThe chairman of the CSCE Minsk conference, Mario Raffaelli, visited the region from 9 to 13 July. Both President Ter-Petrossian of Armenia and acting President Aliev of Azerbaijan expressed support for the early implementation of the CSCE plan and willingness to co-operate with each other. Mr. Raffaelli also paid his first visit to Stepanakert where the local leaders have agreed to the plan in principle. This is, however, at odds with recent reports that local Armenian forces have attacked and apparently captured Agdam, which is Azerbaijani territory with an exclusively Azeri population.
