To ask the Secretary of State for Foreign and Commonwealth Affairs (1) if he will detail the ciriteria used in deciding the allocation of membership throughout the United Kingdom for the Committee of the Regions;

(2) if he will detail the mechanisms to be observed for nomination and designation of membership of the European Community Committee of Regions;

(3) if he will list the number of members to be allocated ato the European Committee of Regions for (a) England, (b) Wales, (c) Scotland and (d) Northern Ireland.

Of the 24 United Kingdom seats on the Committee of the Regions, 14 will be allocated to England, five to Scotland, three to Wales and two to Northern Ireland. This allocation will best meet the objectives for the Committee of the Regions, as set out in the treaty on European union.

Nominations for England will be handled by the Secretary of State for the Environment and, for Scotland, Wales and Northern Ireland, by the respective Secretaries of State.
