§ Sir Keith Speed
To ask the Secretary of State for Transport what steps he is taking to carry out the timetable for the full legislative implementation of the second European directive on driving licences.

§ Mr. Key
The legislation necessary to implement the second EC directive on the driving licence has to be in place before 1 July 1994. Public consultation on the changes will begin shortly. Draft regulations under the European Communities Act 1972 will be put forward in the next parliamentary Session.
