Mr. Elletson

To ask the Secretary of State for Foreign and Commonwealth Affairs what assessment he has made of the extent of the implementation by the republic of Armenia of the CSCE agreement calling for a 60-day ceasefire in Nagorno-Karabakh, and the withdrawal of Armenian troops from Kelbadjn in Azerbaijan.

President Ter-Petrossian of Armenia has expressed his support for the CSCE plan and his willingness to co-operate both with the CSCE and the authorities in Baku to bring about its immediate implementation. Leaders of the local Armenian forces in Nagorno-Karabakh have also agreed to the plan in principle. We have, however, noted with concern that local Armenian forces have apparently attacked and captured Agdam, which is Azerbaijani territory with an exclusively Azeri population. We deplore this escalation of the fighting. We have made clear that the CSCE plan must be implemented as soon as possible.

To ask the Secretary of State for Foreign and Commonwealth Affairs if Her Majesty's Government will make representations to the Government of the Republic of Armenia over the continued military attacks on Agdam and surrounding areas in violation of the recently signed ceasefire agreement negotiated by the CSCE.

We are disturbed by reports that local Armenian forces in Nagorno-Karabakh have taken advantage of the political uncertainty in Azerbaijan to launch a series of attacks. We note with concern that they have now apparently occupied Agdam, which is Azerbaijani territory with an exclusively Azeri population. We deplore this escalation of the fighting. We have made clear that fighting around Agdam, and elsewhere in and around Nagorno-Karabakh, must cease and that the CSCE peace plan must be implemented as soon as possible.
