asked Her Majesty's Government:

Whether they will ask the Security Council to clarify paragraph 10 of Resolution 794 (1992), which authorised the Secretary-General and Member States to use all necessary means to establish a secure environment for humanitarian relief operations in Somalia, and in particular to specify more precisely the circumstances in which military force is to be used, other than when relief operations are being attacked.

UN Security Council Resolution 794 authorised the deployment of UNITAF, a coalition force, and mandated it to establish a secure environment for humanitarian relief operations in Somalia. UNOSOM II, which succeeded UNITAF in May 1993, is mandated by SCR 814 inter alia to consolidate, expand and maintain a secure environment throughout Somalia. UNOSOM II's rules of engagement provide for the use of force in self defence which includes resistance to attempts by forceful means to prevent it from discharging its duties under the mandate.
