What are their reservations about the approach proposed by the EC Commission in their proposal for a special rehabilitation support programme in developing countries.

As I indicated in my reply to the noble Lord on 14th July Hansard(col. WA 20), we believe that the immediate task for the Commission is to implement the special initiative for Africa. A large rehabilitation programme with a wide geographical spread will be difficult to manage; the Commission has already indicated that implementation of the Africa programme is not proving easy. The Commission proposal to administer member states' bilateral aid funds as part of their wider rehabilitation proposal is unacceptable to the Government on subsidiarity grounds. We provided the Select Committee on European Legislation in the other place with an Explanatory Memorandum on this proposal on 15th June.
