Whether they will state on what date any form of performance-related pay was first introduced into the Civil Service during the lifetime of the present administration, and for which grades.

Although the present comprehensive performance related pay schemes are relatively recent, there have been other performance related pay features in the past. The earliest we have identified is a performance bonus scheme, in which one-off bonuses could be paid for particularly good performance. It was introduced from April 1985 for Grades 3 to 7. It ended after three years when more systematic arrangements were being introduced under the round of civil service pay agreements signed between 1987 and 1989 which were the forerunners of the present arrangements.
