When they envisage implementing provisions under Section 74 of the Environmental Protection Act for a certificate of technical competence based on national vocational qualifications.

Certificates of technical competence in waste management, based on vocational qualifications, are being prepared by an independent body, the Waste Management Industry Training and Advisory Board (WAMITAB), who will be entirely responsible for implementing them.

As my honourable friend, the then Minister for the Environment and Countryside, announced in another place on 18th May, (Official Report, Commons, col. 103) provisions prescribing WAMITAB certificates under Section 74 of the Environmental Protection Act 1990 will be embodied in regulations to be brought before Parliament as part of the waste management licensing regulations. Those regulations are delayed by the technical problems also announced by my honourable friend, on 29th April, (col. 470). As soon as the Government are in a position to give a revised date, we will do so.
