Whether they have any plans to empower the Civil Aviation Authority to impose a levy on the owners or operators of all aircraft fitted with radio.

No. A licence fee is already payable to the radio communications agency in respect of radio equipment fitted to aircraft and the Civil Aviation Authority has no plans to seek to impose any charge of its own.
