asked Her Majesty's Government:

Whether they are still committed to publishing guidelines on "broad strategic policies for land-use and transport" which are to be aimed at ensuring closer integration between transport and land use planning" (as appears at paragraph 16.16 (p.9) of their response to the report of the Standing Advisory Committee on Trunk Road Assessment (SACTRA), of March 1992) and whether this overall consideration is not absent from their better motorways document and their M.4-M.25 schemes.

We are still committed to publishing guidelines setting out the broad strategic policies for land use and transport. The Department of Transport's plans for improvement for the M.4 and M.25 meet the objectives and transport strategy set out in the draft regional planning guidance. Individual schemes have to be justified within the context of national policy at the time authorisation is sought for their implementation. The Green PaperPaying for Better Motorways—Issues for Discussion takes full account of environmental considerations and refers to the possible effect of motorway charging on land use.

It considers the effect that direct road charging would have on the competitive position of rail and other forms of public transport.
