The full list of countries which have ratified the social charter, but have not ratified the amending protocol is therefore: Austria, Belgium, Denmark, Finland, France, Germany, Greece, Iceland, Ireland, Italy, Luxembourg, Malta, Spain, Turkey, and the United Kingdom.
