§ Mr. FreemanIt is for each passenger transport authority to consider whether and when to introduce a passengers charter for the rail services they specify and which are provided by British Rail on contract. I understand that the West Midlands PTA has authorised its PTE to introduce such a charter on 9 August, and that Merseyside PTE is well advanced with its preparation of a charter.
