The Minister of State, Home Office (Earl Ferrers)We have placed in the Library a copy of a draft Bill together with a covering text explaining the models for reform. We hope this will provide noble Lords with an opportunity to consider carefully the options for reform well in advance of being required to choose between them. We aim to introduce the Bill early next Session.
