Lord Ferrers has asked me to write to you directly in reply to your recent parliamentary Question about assaults on, and suicides of, prisoners in the last five years.

The information you request about how many prisoners have been assaulted over the last five years is not collected centrally and could be obtained only at disproportionate cost. The Incident Management Support Unit, part of the Directorate of Custody, collect statistics on the number of major assaults leading to police investigations but this is a small number compared with the totality of assaults.

The Home Office publish annually the number of prisoners found guilty of assault either at a governor's adjudication or in court but do not take account of the number of people actually assaulted. However, they do include a number of technical and minor assaults. These Statistics of Offences against Prison Discipline and Punishments: England and Wales are placed in the Library of both Houses. The latest related to 1991 (Cmnd 2661).

With regard to the latter document the method of recording statistics changed on 1st April 1989 as a result of changes in the prison disciplinary system. Prior to that date offences were categorised as "gross personal violence against officers and other assaults." Only since 1st April 1989 have statistics been collected on findings of guilt following assaults by inmates on inmates.

Most major assaults are reported to the police for investigation but these will depend upon the co-operation of the person assaulted.

The information you request concerning how many prisoners have committed suicide over the past five years is recorded in the attached tables.

All deaths in custody, whether self-inflicted or not, are the subject of a full inquiry conducted by a senior governor from the prison concerned. A full public inquiry, in the form of the Coroner's inquest, also takes place in each case. Additionally, inquiries conducted by prison governors external to the prison concerned have taken place in the following instances: young offender deaths at HMP Leeds from October 1988 to February 1989; the death of Mr. D. McKnight at HMP Wandsworth in 1991; the death of Mr. A. O'Hene at HMP Swaleside in June 1992; and the death of Mr. R. Walker at HMP Leeds in March 1993.
