Friend the Foreign Secretary on 6 June 1990 and by my right hon. and noble Friend the Minister for Overseas Development on 25 June 1991. When determining the flows of development aid, Her Majesty's Government studies each individual case carefully. Respect for human rights, among other factors, is taken into account.
