To ask the Secretary of State for Foreign and Commonwealth Affairs what is Her Majesty's Government's policy concerning aid to Africa; what consultations he has with voluntary organisations that work in Africa prior to taking policy decisions; and if he will make a statement.

Sub-Saharan Africa is a priority for British bilateral assistance. In 1991–92 we disbursed £334 million in grant aid, excluding Commonwealth Development Corporation investments.

We have regular contact with non-governmental organisations on a range of operational and policy issues. The establishment of the British Overseas NGOs for Development last month will promote greater coordination between NGOs and ODA.
