§ Lord James Douglas-HamiltonI am already encouraging considerable investment in low cost rented housing through the Government's funding of Scottish Homes. Over 70 per cent. of its development programme, amounting to some £230 million, will be spent in the current financial year on the provision of rented accommodation through the housing association and co-operative movement. This investment will result in over 5,000 new house starts in 1993–94.
