To ask the Secretary of State for the Environment if he will estimate the cost to the economy of the measures announced to date for achieving a saving of 10 million tonnes of carbon per annum.

Most of the measures announced to date as part of the United Kingdom's CO2 programme are aimed at improving the efficiency of energy use in the economy, with a net benefit to the economy.

Savings are also expected to be achieved through an increase in the objective for renewable energy. This is part of the Government's continuing strategy to promote the development of new sources of energy to the point at which they become economic and can compete in the market place.
