How the M.4–M.25 schemes are encompassed in the terms of the relevant regional policy guidance referred to in the SACTRA response which will set out "the broad strategic policies for land use and transport … and the appropriate transport strategy" (paragraph 16.16) and when will this guidance be published.

Our plans for improvement of the M.25 and M.4 meet the objectives and transport strategy set out in the draft Regional Planning Guidance for the South East, in that we are tackling congestion that would otherwise impede the strategic function of the road network. Final guidance will be published after the end of the consultation period on the draft document, which finishes on 30th June.
