To ask the Secretary of State for National Heritage when he expects to make a final decision regarding his Department's position on the Council of Europe convention on regional or minority languages.

I have been asked to reply.

The United Kingdom decision on whether to ratify the Council of Europe convention on regional or minority languages will be taken by the Government as a whole. The Government hope to be able to announce their decision shortly.

To ask the Secretary of State for National Heritage if he will list the organisations and individuals with whom he has had consultations on the Council of Europe convention on regional or minority languages since 5 November 1992.

The Council of Europe convention on regional or minority languages places obligations on national Governments. Consultations on the implications of the convention have therefore taken place within the Government.
