§ Mr. Archie HamiltonSTART II is a bilateral treaty between the United States of America and the Russian Federation. I understand that the comprehensive verification procedure agreed under START I will apply to the new treaty as well. The texts of both START treaties have been released. Implementation of the treaty is a matter for the states party to it.
