§ Mr. HanleyOn 16 December 1992 my right hon. and learned Friend published a consultative document which seeks views on the scope for legislation on racial discrimination and on any additional action which the Government might take to further promote equity of treatment for ethnic groups. The document also seeks views on whether the traditional Irish travelling community should be recognised as an ethnic group and specifically covered by any proposed race legislation for Northern Ireland.
