To ask the Secretary of State for Health if she will list those local authorities which bid successfully for funding to develop independent community social care initiatives, together with the initiatives proposed by each authority; and if she will make a statement.

The social services authorities invited to take part in this initiative, together with an outline of their proposals, are:

Barnsley The build up of a new range of independent care provision with the aim of securing at least a 20 per cent. share of the home care market within three years.

Cambridgeshire The appointment of two Home Care Development Managers to help new providers assess the market and to test out new ideas.

Camden Setting up an Independent Sector Development Team to develop a mixed economy of domiciliary care.

Devon The establishment of Rural Outreach Projects to provide new services for younger people with physical or sensory disabilities who live in rural areas.

Essex The build up of new services for older people from a range of existing bases in a rural area (the "Dengie project").

Gloucestershire The appointment of a Development Officer to work with independent providers to establish new services for older people and for those with learning disabilities.

Hatnmersmith and Fulham The development of a commercially sound community care agency to create, and deliver, a portfolio of services for black elders and their carers.

Lewisham A joint project with Lewisham College to introduce a course in domiciliary care and enterprise skills for those who want to establish themselves as small local community care businesses.

Liverpool The development of secure links with the independent sector, and to oversee a range of new ideas for older people and those with learning disabilities.

Newham The development of new community care services for ethnic minority communities.

North Yorkshire The development of local non-residential care to complement the expected reduction in demand for residential and nursing home care.

Richmond upon Thames The appointment of an independent Organisations Coordinator to develop opportunities for, and a range of, home and respite care.

Rochdale The appointment of a Development Officer, to be based with local Age Concern, to establish a new 24 hour help service, based on a network of existing private care homes, for older persons who are mentally ill.

Sandwell The development of practical support services in inner city areas for those with dementia and for black elders without live-in carers.

Shropshire The establishment of a Social Care Enterprise Agency to help the independent sector develop to the point where it can provide the range and quality of services which statutory authorities need to purchase.

The response to this initiative was encouraging—more than 100 bids which shows the importance authorities rightly attach to developing the range of day and domiciliary services available locally.
