To ask the Secretary of State for the Home Department if he will bring forward proposals for legislation to provide higher penalties for those car owners who do not have valid car insurance.

The existing maximum penalty for using a motor vehicle while uninsured against third party risks is a fine of £5,000 together with an obligatory endorsement of the driving licence with six to eight penalty points and a period of disqualification from driving with no upper limit, at the court's discretion. We have no plans to change these provisions which allows courts to impose sentences which reflect the culpability of those who commit this offence.
