§ Mr. BaldryGrants under the rough sleepers initiative in central London are given at the discretion of the Secretary of State. Projects are assessed against their value in meeting the policy objectives of the initiative. Capital projects comply with the standards laid down in the Housing Corporation's published schemework procedure guide and the value for money criteria published in the corporation's total cost indicator and grant rate circular.
