§ Mr. Gwilym JonesSince 1989–90 when the treatment centre initiative was launched there have been a number of changes to the arrangements under which the Department has allocated places at the centres to health authorities in order to ensure the best possible usage of the centres. The exact timing of the allocations was therefore affected by a variety of factors in each year.
