§ Mr. Llew SmithTo ask the Secretary of State for the Home Department what consideration he has given to banning the import of the qat plant from Ethiopia, Kenya and Somalia; and what advice he has received on qat from. the Advisory Council on the Misuse of Drugs.
§ Mr. JackThe plant is not subject to international control, and the Advisory Council on the Misuse of Drugs advised in 1988 that there was insufficient evidence to justify bringing the plant under the controls of the Misuse of Drugs Act 1971. That remains the present position, but the situation will continue to be monitored carefully.
