To ask the Secretary of State for Transport (1) if he will set out the reasons for the delay in constructing the proposed rail service between Heathrow and Paddington; and if he will make a statement;

(2) if he will make it his policy to ensure that a fast main line is built between Heathrow airport and London city centre as soon as possible.

Discussions between BAA plc and British Rail about the funding of the Heathrow express project are continuing. My right hon. Friend the Secretary of State and I met Sir John Egan and Sir Bob Reid on 10 December to review progress. I am hopeful that agreement on terms for funding the railway will be reached soon.
