§ Mr. AtkinsIt is not for the Secretary of State to set goals and timetables for other public authorities. Under section 31(3) of the Fair Employment (Northern Ireland) Act 1989, all public authorities have a duty to consider the need for goals and timetables to assist in securing fair participation in their employment by both communities.
