To ask the Secretary of State for Transport, pursuant to his answer of 14 December,Official Report, column 32, if he will make it his policy to make the draft guidance to be given to the franchising authority available to hon. Members before the Second Reading debate on the British Rail privatisation legislation.

We intend to make the draft guidance to be issued to the franchising authority available to hon. Members at the commencement of the Committee stage of the Bill.
