§ Mr. Lang[holding answer 17 December 1992]: The combined use of public and private funds is of long standing in certain areas within my responsibility, for example, some of the functions of Scottish Enterprise and Scottish Homes. My Departments are now considering how, most effectively and most fully, to apply the private finance initiatives to other services on the basis of the guidance which has recently been published by the Treasury.
