To ask the Secretary of State for Transport if he will make a statement about his plans to implement his policy of encouraging freight to transfer from road to rail.

Mr. MacGregor

The Government want to see freight moving by rail wherever practical. If rail freight is to flourish it must be competitive with road and other forms of transport. The introduction of private sector skills and access to new sources of funding is the best means of securing an efficient and competitive rail freight industry in the United Kingdom.
