To ask the Chancellor of the Exchequer what are the latest figures for how many(a) working and (b) non-working people who do not pay income tax in the United Kingdom.

[holding answer 25 February 1993]: The latest estimate is that about 21.2 million people over 16 do not pay income tax in 1992–93, of whom about 4.1 million have some earnings.
