To ask the Secretary of State for Wales if he will list the contracts awarded by his Department to(a) Coopers and Lybrand management consultants, (b) Touche Ross management consultants, (c) Price Waterhouse management consultants, (d) Ernst and Young management consultants, (e) Chrichton Roberts Ltd., (f) KPMG management consultants and (g) Leopold Joseph management consultants, with the total cost of the contracts with each contractor, for (i) the past 12 months and (ii) 1991–92.

The Welsh Office has awarded contracts to five of the firms mentioned. These are as follows:

    • Coopers and Lybrand Management Consultants
      • Assistance with the preparation of the market testing programme.
    • Touche Ross Management Consultants
      • Evaluation of the Teamcare Valleys project.

      • Investment appraisal: cancer treatment services in North Wales.
      • Financial modelling of local government reorganisation.
      • Welsh Office Internal Audit: assistance with market test.
      • Review of the transfer of regional oral plastic and maxillo facial surgery services.
      • Option appraisal: acquisition of property for the Health Promotion Authority for Wales.
    • Price Waterhouse Management Consultants
      • Assistance with 1992–93 Market testing programme.
    • KPMG Management Consultants
      • Innovation Network Wales: assessment of innovation encouragement in Wales.
      • Adequacy and accuracy of agent authority (roads) accounts.
      • Study into the future of the Welsh Office's in-house computer bureau.
      • Advice on commercial, legal and financial issues arising from the establishment of local authority waste disposal companies.
      • Appraisal of applications for NHS Trust status in 1993.
  2. ii. 1991–92
    • Coopers and Lybrand Management Consultants
    • Review of local management of schools in Wales.
    • Assistance with the preparation of the market testing programme.
    • Health Intelligence Unit: preparation of business plan.
  3. Touche Ross Management Consultants
    • Survey of financial control and management arrange-ments in further and higher education establishments.
    • Feasibility study into a school of public health.
    • Option appraisal: cardiac services in South Wales.
    • Breast Test Wales: preparation of business procurement plans.
  4. Ernst and Young Management Consultants
    • End-year procedures for the Department's AS400 computer system.
  5. KPMG Management Consultants
    • New product development study.
