asked Her Majesty's Government:

What particulars regarding restraints of pit bull terriers were required by applicants for exemption, and whether the register offers an opportunity for research which would provide important information of use in the constant review.

Applicants who obtained a certificate of exemption under the Dangerous Dogs Act 1991 were not required to provide details of the restraint which would be used.

I understand that the British Standards Institute will shortly be publishing a standard for dog muzzles. The Home Office was represented on the committee that produced the standard.
