To ask the Secretary of State for Employment if she will list all those non-departmental public bodies, for which her Department is responsible, which have the power to compel individuals, firms, companies or other institutions to carry out their instructions at the expense of the individuals, firms, companies or other institutions, and also to charge fees for the cost to the non-departmental public bodies of assessing the work which needed to be done.

[holding answer 16 February 1993]: The Health and Safety Executive is the only non-departmental public body for which my Department has responsibility that has the power to require compliance with legislation which may be at the cost of others. The HSE does not make any charges for the work it undertakes in securing compliance with the legislation by others. It does however charge under regulations for approvals, licences etc. and by agreement for publications and certain services.
