To ask the Secretary of State for the Environment what action he has taken to assist council leaseholders.

The Government legislated in 1986 to meet concerns over high service charges on flats sold under the right to buy. Purchasers now have binding estimates of the maximum charges for repairs and improvements during the first five years of the lease, and the right to a loan for particularly high charges.

Leaseholders have nevertheless reported difficulties over service charges and over resale. The Department is looking into these with landlords and the Council of Mortgage Lenders.
