To ask the Minister of Agriculture, Fisheries and Food if he will list all those non-departmental public bodies, for which his Department is responsible, which have the power to compel individuals, firms, companies or other institutions to carry out their instructions at the expense of the individuals, firms, companies or other institutions, and also to charge fees for the cost to the non-departmental public bodies of assessing the work which needed to be done.

The following non-departmental public bodies—NDPBs—are funded primarily from industry levies and have powers to compel individuals etc. to carry out instructions:

  • Apple and Pear Research Council
  • Horticultural Development Council
  • Home Grown Cereals Authority
  • Meat and Livestock Commission
  • Sea Fisheries Industry Authority

In addition, Food From Britain, through its subsidiary body, the United Kingdom register of organic food standards, is designated as the authority responsible for the inspection system and the approval of private inspection bodies under EC regulations on organic food standards. Producers, processors and importers who wish to market their goods as organic must comply with EC standards and bear the inspection costs. The following NDPBS have power to compel but have no powers to charge:

  • Agricultural Wages Board
  • Agricultural Wages Committees
  • Wine Standards Board
  • Agricultural Land Tribunals
