Which powers granted to the central authority of the European Community by the Treaty of Rome and the Single European Act would be repatriated to the national institutions of the member states by the Treaty of Maastricht.

The Maastricht Treaty does not repatriate to member states powers conferred on the European Community by the Treaty of Rome and the Single European Act, but it stipulates that these powers are to be exercised in accordance with the principle of subsidiarity, under which the Community may only act if and in so far as the objectives concerned cannot be sufficiently achieved by member states.
