To ask the Secretary of State for Wales, pursuant to the oral answer of 1 February,Official Report, columns 2–3 and Official Report, 8 February, columns 785–88, what consultations he has had with the local authority associations in Wales concerning the estimate for local authority gross capital expenditure in 1993–94.

Under long-standing arrangements the local authority associations in Wales assess the level of provision needed in the settlement year to support the range of services which they provide. I take account of that assessment when deciding how much central Government support should be made available to them out of the Welsh block. My decision also takes into account my assessment of the ability of local authorities to finance expenditure from their own resources as demonstrated by outturn data for earlier years. For 1993–94 I further took into account the additional receipts available to authorities as a result of the temporary relaxation in controls on the use of capital receipts.

To ask the Secretary of State for Wales what proposals he had for tolls to be charged on each of the roads listed as major projects in his announcement of 1 February,Official Report, columns 2–3.

The Government expect to publish a Green Paper on road pricing in the spring of this year. It is too soon to speculate on the content.
