Mr. Milburn

To ask the Secretary of State for Health (1) what was the total pay bill for(a) managerial staff, (b) administrative and clerical staff, (c) nursing and midwifery staff, (d) medical staff and (e) ancillary staff in each region of the NHS in each year since 1989;

(2) what is the average cost of employing each managerial staff member in the NHS;

(3) what was the total pay bill for (a) managerial staff, (b) administrative and clerical staff, (c) nursing and midwifery staff, (d) medical staff and (e) ancillary staff of the NHS in England in each year since 1989.

[holding answer 18 January 1993]: Analyses of the annual total salaries and wages costs for hospital and community health services (HCHS) in England are shown in the tables. The figures for 1991–92 are provisional.

The average gross pay costs of employing a whole-time general or senior manager in 1991–92 was approximately £31,000.

Notes to the tables:

  1. 1. HCHS covers the total expenditure by the health authorities and the national health service trusts including hospital, community health, patient transport (i.e. ambulances), blood transfusion and other services.
  2. 2. The figures are for gross pay costs including employers' national insurance and superannuation contributions. Some columns and rows may not add up precisely because of roundings.
  3. 3. The figures for "all other staff" include dental, ambulance, maintenance and professional and technical staff together with the total costs of all the categories of non-national health service (agency, etc.) staff.
  4. 4. Salaries and wages costs incurred by family health services authorities and special health authorities providing central services to the national health service are excluded.
  5. 5. The decrease in nursing and midwifery pay as a proportion of total is partially attributable to senior nurses being regraded to senior manager pay scales.
