asked Her Majesty's Government:

Whether the creation of Slovenia, Croatia and Bosnia as independent states, which they recognised, was fully compatible with the provisions of the agreements and declarations reached in the Conference on Security and Co-operation in Europe about the alteration of frontiers.

The Conference on Security and Co-operation in Europe established a set of principles governing relations between states. But it does not define a process by which states should achieve their independence. Decisions to recognise newly independent states are thus not governed by CSCE principles.
