asked Her Majesty's Government:

What is their policy on the Self-Financing Regulatory Agencies (SEFRAS) and how they propose to control this new bureaucracy.

The policy of the Government is to ensure that where regulatory authorities levy fees and charges they recover only their costs, and that the regulatory authorities concerned operate in an efficient and effective manner. As part of the Government's deregulation initiative, all departments are carrying out a scrutiny of regulatory burdens on business and where these are found to be unreasonable or unjustified, action will be taken to remove them.
