To ask the Secretary of State for Education if, further to his answer of 20 January,Official Report, column 281, he will list those institutions which have applied to him for authority to award (a) taught and (b) research course degrees and have not yet been awarded it.

Applications for degree-awarding powers are made to the Privy Council. The Privy Council receives advice on such applications from the Secretary of State who is advised by the Higher Education Quality Council —HEQC. The following institutions have made applications which are presently under consideration:

  • Guildhall School of Music and Drama
  • Royal Agricultural College
  • Royal Northern College of Music
  • Luton College of Higher Education
The applications from the first three institutions did not specifically distinguish between taught course or research degree powers, and the HEQC is discussing with these institutions the appropriate scope of the applications. The application from Luton college is for research degree powers only, as the college already has taught course degree-awarding powers.
