§ Mr. LangSince November 1991 two firms of consultants have been used by my Department in connection with my market testing programme. Coopers and Lybrand Deloitte helped to undertake the initial scoping exercise to identify possible activities for market testing in my Department. Capita Management Consultancy is being used to assist my Department in undertaking the 1992–93 market testing programme. The total cost of these consultants up to the end of December 1992 has been £207,625 excluding VAT and expenses.
